Good lighting technique, underexposing the scene to create the dramatic skies, and then using flash to expose for the couple. Unfortunately, the pose is a flat, while viewing closer, the couples expressions aren't fitting the romantic scene either. Bride's eyes shows a lot of white, while the wedding dress is also overexposed with burnout details.  Sometimes, it is better to use less power and not underexposing the background as much so that the ratio is softer and fitting a romantic mood. In post, I will use a brush, or radial filter to get rid of the blue cast in the wedding dress, and even consider removing some of the urban elements in the background.
